The Facility Private Security Handbook has been prepared to facilitate security procedures for works and projects concerning NATO. It is carried out by responsible authority, the North Atlantic Treaty Central Board, in coordination with the Ministry of National Defense within the framework of NATO security principles and procedures.
The security principles and controls specified in defense industry projects carried out in military facilities are implemented.
It aims to enable the “Critical Infrastructure/Strategic Facilities” of companies operating in the defense industry sector to produce companies operating in the defense industry sector to produce goods that meet the needs of the Ministry of National Defense, to open up to the world and to reach international standards.
SECURITY OF DEFENSE INDUSTRY FACILITIES AROUND THE WORLD AND IN TURKEY
Weapons and weapon technologies, defense industry products are extremely important factors for countries as they increase military power. Therefore, a control mechanism in this area seems inevitable. Maintaining the security of production and controlling logistics movements are significant. It is important to keep the safety of production and logistics movements under control. All these matters and any extensions of them are within the scope of the concept of “Defense Industry Security”.
Almost all countries that own or try to have a defense industry have deemed it necessary to regulate the principles and procedures regarding the establishment, operation, obligations and inspections of industrial establishments that produce war tools and equipment, weapons, ammunition and explosives. All of the “defense-industrialized” countries, which are generally located in the northern hemisphere and exploiting other parts of the world, have regulated their domestic laws in similar ways. In addition, they have tried to develop various mechanisms in order to keep the defense technologies they have produced under control.
In this context, in order to prevent the uncontrolled proliferation of weapons and related technologies in the world, the “Arms Export Control System” is a volunteer-based organization established by countries to inform each other about the weapons and technologies they sell.
Among the practices developed within the scope of the Arms Export Control System compliance with export legislation and customs legislation, compliance with material and technology legislation under control, compliance with information exchange are important disciplinary mechanisms in this area. The Facility Private Security Handbook (TÖGEK) is the guide for licensing activities for defense industry legislation according to our National Legislation. It is supervised by the relevant departments of the Ministry of National Defense. Compliance with customs legislation is monitored and controlled by the Undersecretariat of Customs. According to our export legislation, the list of materials and technologies permitted for export is published by the Ministry of National Defense in January ever year in accordance with the Law No. 5201, under the name of warfare equipment, weapons and spare parts, military explosives and their technologies to be subject to control.
